I accidentally set my resolution too low, (680x400, I believe) because I was trying to play the game in a window, and since the UI did not scale with it I have been unable to set the resolution high enough to make the game playable. I have tried reinstalling, but it seems Steam installs the same files that I uninstalled and I have not found a way to manually set the resolution (nothing works in steam launch options).
