No, I can't. If I try to zoom in without focusing it stops after a certain limity, I have to specifically focus things to zoom in to their level.

Ah ok, but that's how it works the zoom requires you to be focused in one or more ships. If the camera is not focused then you are basically moving it forward and backwards but within a certain limit.

Will it ever be changed? In space games I tend to like zooming in in "general" to just be close to the fight without a particular focus.

I don't have plans to change it, sorry. I put limits to the zoom without focus because the camera tends to overshoot and just end up looking at empty space, that's why I prefer to have a focused target in order to zoom all the way in. I suggest alt + drag click a group of units if you want to keep them all in sight without a specific focus (it works with friend and foe ships so you can keep the camera focused in a battle instead of a single ship).
