lower specs, not too surprised actually since there is a visible downgrade in syndicate, but the fact that the requirements are not the same as unity could mean that ubisoft is actually trying this time. hope that we can achieve unity's max or higher with mods (unity took some mooding to look at its best too)

These requirements are barely any lower. If the graphics options remain the same as in Unity then it's not worth getting into, especially since the game (Unity) is still buggy as ever and Syndicate is likely to receive the same support (none at all).

My son is running a Radeon HD 5870 which is just slightly less powerful than the R9 270, but is greater than the NVIDIA GeForce GTX 660. Should he be able to run this game?

A HD 5870 is alot weaker than the r9 270. And gtx 660 is as fast as the r9 270. Whether your son can play this game is something we can't answer concretely. But if he can play Unity then he should be able to play this game. In fact, here is a video of someone playing Unity with HD 5870:

Of course, he using playing at high settings but it should give you an idea on how the game should run in Syndicate.
