World Class Players?
If we don't have a centre of excellence are we are able to recruit World Class Calibre potential players from the Recruitment day option in the Contracts>Alliance screen?

Or can we only go as high as international?

I know we can't get them without the centre of excellence from the Recruitment>Alliance screen.

You will need to construct and upgrade the Centre of Excellence to sign World Class and Elite senior and alliance players.

Is that the same for the recruitment from the alliance page itself?

Where you can release/give senior contract/recruit, are world class potential players only unlocked after you buy the centre of excellence?

Yes, you really need that Centre of Excellence. You only attract those potential World Class and potential Elite alliance players during recruitment drives, if you construct and upgrade the Centre of Excellence.
