Depends upon what you are doing and where. R your other bow skills working? If so, then you obviously know the proper way to go about using skills. Be sure you are in bow mode (pressing V). Low hanging ceilings can be a problem for this skill. This skill is working fine for me outdoors so it's possible you have a bug or perhaps R using a mod that's having an adverse side effect.
