What's your graphics card? Any error messages?

Good news: that graphics card should be able to run the game, as it seems to have the direct x 11 support required. It won't run it very well, as it is basically the minimum requirement, but it should at least start the game.

Bad news: something's obviously not working.

Now, the game does have log files. On windows, this would be <disk>:\Users\<user>\AppData\Local\tljh\Saved\Logs\tljh.log . Perhaps glancing at that can give you an idea if you are game tech savvy. If not, feel free to either post it here with like a pastebin link, or send me a friend request here on steam so you can send it to me in direct message. I'll have a look and see if I can identify the issue.

Ooookay. Not good.
Back to the basics i guess until I have a better idea.
Reinstalled the game/verified game files?
Updated graphics drivers?
What are the exact steps: you click play in steam, does steam try to start the game?
Any other (unreal engine) games which have wonky issues?
Do you meet the other minimum requirements listed in the steam store?

updated my drivers as high as i can go with my card i will try reinstalling in a bit unreal games with issues yes but still launch then the issues come into play like turok 2008
i have radeon r9 coming soon

oh, one more idea for now. Windows 8 should have a tool called reliability Monitor. It should display if windows thinks something went wrong with starting the game (as the game obviously never got to the stage of thinking something went wrong and give an error message about it or write a log file). without any hint or log i can't really help track down the issue, wether that is the graphics card or something else....
also, just for completeness sake: if you press the windows key and R, you should be able to run the command "dxdiag", which should result your PC analysing it's graphics setup, so you can check wether it actually does run direct x 11 in the window that comes up.

Wait a second. Is your system a 64 bit system or a 32 bit system? 64 bit is required according to the store page

Thank you for posting your DxDiag! i took the liberty to delete it, as it contains info about your setup.
But as far as i can see, that should definitly work at least to the point of getting you to an error message
