Lab Icon Bug

So I can't use anything. Unless the thing I need to use is always on the way left. Anytime I go to select an Icon it then sequentially selects the icons to the left until it stops on the icon to the way left. Pretty game breaking and not sure what I can do about this

unplug both keyboard and controller, and see if it stops.if yes make sure that when plugging them back in, especially the controller, not to pressany butto or joystick.
