Game won´t start, poping up fail messages

After a fresh install of Windows 10 to the 64-bit version, more problems came to hold me off from starting the game.
Now i get that message when i try to start:
DX11 feature level 10.0 is required to run the engine.
My laptop is not the newest, but totally fulfills the minimum. The graphiccard is an ATI Mobility Radeon HD 3650.

I can imagine there is something with the graphics driver or directX.. but after few hours trying out, i cound not find out how to help myself..

Hello ^8Inta^7Killa ^1!,

the message you get is a standard OS message and it is quite misleading. The game requires DirectX 11 (Shader Model 5), while your card supports DirectX 10 (Shader Model 4.1).

I am afraid, the game will not run on this machine.
