looks like you have to update your runtime environment. You can do that by using All in One Runtimes, an application that updates all runtimes. it should be available on comp tech-related websites.

Hello, seems my issue is installing the runtime environment. I redownloaded everything and on the first start it, i do see steam trying to update and install the runtime but once it gets to 2/2 it never finishes.

I run windows update now and it doesn't finish either. i don't know what is wrong. i would rather not reinstall my computer :-/

No worries, with All in One Runtimes you won't have to install Windows anew, it is a small app that repairs and adds the missing runtimes if Steam does not do it. You can get it here[worldofpcgames.net] for example.

i tried it. it seems to also hang right when it gets to the 2015 VC Runtime. everything else installs fine.

so this is a bit more than i really wanted to do but.. i updated from windows 7 to windows 10 and now the game will start. at least the upgrade does not require me to reinstall anything.
