Galaxy map only visible on jump
What's the reason behind this decision? It's nearly impossible to make yourself familiar with all details in the stellar neighborhood. Or am I missing some button controls or menus?

Go to the Database tab, and you'll see an option to view it on the bottom left, as long as you're not in an encounter or on a planet.
