Bug with Mirror Modifier.
So If I remove the mirror modifier, my vertices in the middle i.e (X axis = 0 global) they cannot be moved in x+ direction. It functions like the mirror modifier with clipping checked even when the modifier is removed.

This issue consistent in 4.3.

Do you have Mesh Symmetry X turned on via the icons below the Visibility & Shading selection? If so, it will not let you move anything lying on x=0, in the X axis.

I do not get the effect you describe in 4.3 unless I enable X Symmetry as noted above.

No. Just Mirror Modifier.
Sorry then. I cannot reproduce this at all in 4.3.2 unless I have the Symmetry mode turned on. Even with the mirror modifier still applied (Realtime Display on or off). You say this is consistent behaviour? I suspect a plug-in is perhaps interfering. Try Factory Mode.
