Sorry for necro, but I was looking for the explanation of the same observation. You are right, the only difference in CPU level is the hand you are dealt. The higher level, the worse your hand and cards coming you turn. I've obsereved regulary that with CPU level 3 or 4 it does receive light cards from the very first time and in the next couple of terms. So it is 2023 now and the issue still persists
