EDIT: Saw your profile page and it says Germany. So yeah, I don't exactly know what's up but I suppose it's your government rules about something. Maybe violence in games or something age rating related?. Googled and found various articles like "Germany Will Ban Games with No Age Rating Starting Next Month."
STEAM was forced by the BPJS (Bundeszentrale für Kinder- und Jugendmedienschutz), that every game in the german STEAM-Store needs some kind of age verification.
Either from the USK (Unterhaltungssoftware Selbstkontrolle) or by the game-devs via age-rating-tool, developed by STEAM.
A few days ago, this new system went live. Every Game with no age-restriction got removed from the german steam store.
But why can´t you buy R6: Siege? It clearly has an USK 16 Mark on the shop site (this is no fake. the USK mark is real). I don´t know for sure but I think that with the introduction of the new system, a lot of errors accured.
There are more games with USK marks you can´t buy anymore on the german store, for example cod bo 1 (yes, the original one, not the remake). Or they got completly blocked for german users, for example cod mw3 (yes, the original one, not the remake). If you try to open the shop sites for these games you only see the error message: "Dieses Spiel steht in ihrem Land nicht zur verfügung" (this game is not available in your country).
Yeah I know about the new restrictions for games without age restriction and I wasn't confused , that some indie games on my wishlist got banned but I was confused because R6 had an age restriction. If it's really an error from steam I hope that they fix it soon.

An issue was identified where the game was temporarily unavailable for purchase for Steam players in Germany due to an issue with the test server, this has now been rectified and to our knowledge all editions of the game should now be available to purchase once again.
