The door got juice, maybe you need to hack it now ? Go close to the panel, check if you can use breach device with E or F ?

on foot?
have you energized the door(i think its 3 for the energy plug tool)

Cut the panel open with the Arc Cutter tool

Make sure you listen to every instruction, and read everything shown on the screen. Every single step of the tutorial is explained.

If you get stuck, press ESC, cancel the tutorial and restart.

Switch to the Overload mode of the power tool and zap the door thingie properly.

You can read the instructions in the top right usually they repeat after a while.

Try from scratch if you are stuck.

Note that some of the tutorial missions are completely bust - requiring you to change cockpit mode to employ weapons and you cannot - the 2nd combat one and the mining one I have found.
