After WhatsApp with seller, I join https://discordapp.com/channels/322441515639111680/329182234139557888 for try to find solution of my problem.
If I connect the headset with the normal cables and get it running where SteamVR sees it, then take the cables off and plug the TPCast to it, SteamVR kinda-sorta sees it. No other equipment can be seen from SteamVR.
When I plug all cables back in, everything works.
I used to have this problem (system load failure) . I changed these 2 things now everything works fine!
1 - Dont use the vive linkbox and the long cables that to run to the HMD. Run an HDMI cable
from your GPU and plug the other end directly into the little square TPCast transmitter box. Plug the vive linkbox power cable directly into the TPCast transmitter as well. Do not worry about the link box usb cable, it's not needed.
2 - Use the older 1.1.2.0 software (availiable here: https://www.tpcast.cn/h_en/download.html?p1=4&p2=1), instead of the 1.1.4 software.

The nice long tether cable is great for optimally placing the transmitter.
Actually not sure if the USB to the linkbox from the pc still does anything - I was hoping it would let me continue using the blue-tooth lighthouse power management but I'm not sure if that's working or not. I have to go back and check later.
Also the latest version of the TPCast software seems to work fine for me on Win10.
The main issue was that I have the Chinese version that requires version 1.1.2 instead of 1.1.4. I need to get the TPCast a little higher for optimal reception, but overall, I am much happier with how it works.
There have been a few occasions when the headset goes gray, rather than cutting out completely. When that happens, you will need to let the TPCast software reconnect.

I've bought the European version of tpcast and on the tpcast-webside at "software donwload" software version 1.1.2 was available only.
Did not work at all, it always failed at the "system load" step and claimed that the Vive HMD was not connected.
Wachted tons of videos on youtube, tried all was written above - nothing helped.

I've finally found the link to the 1.1.4 version, installed it - works like a charm!
So, if you're sure you've conneted everything right and it is not working, try both software versions!

Other than that I like it. Decided to go for it after tripping on the cord and falling while playing bowling.
