just how many chapters for each faction campaign?

Hi team, I'm at my wit's end. I've tried using the Config and changed the values via text, even setting it as read only afterwards, but the game will always run (even in combat) in a small 600-ish resolution, and my second monitor will have its resolution changed for no apparent reason; i.e; the game runs in Monitor 1, where it shows around 600 something resolution. Monitor 2 will have its resolution force changed into something large and pixelated like I'm viewing an overstretched monitor....

Windows 10 64 bit. Any solutions to this long spoken of issue?
