Judging from what you say, I believe Rain difficulty bugged out. Apparently people were getting less rain on Easy.

Well if the game does turn out to be much easier than before, then you should be glad that you had beaten Hardcore while it was harder than it is now.

Not everything gets mentioned in patch notes. For example, game crashing after defeating raiders in combat wasnt mentioned.
