FIX: Game doesn't start - Windows 10 1903
Easy fix, download the DirectX End-User Runtime Web Installer[www.microsoft.com] from Microsoft site, run the installer, and that's it.
The game will start without issues.

PS: btw, this game is really, really bad, it's a joke. Just got it because 1nsane used to be one of my favorite games back in those old days. Total disappoinment.
