In your library right click on the game -> properties -> local files -> browse local files.
This should open the folder "Ghost Encounters Deadwood - Collector's Edition". Open "GhostEncountersDeadwood_Data" --> "StreamingAssets" -> "Localization"
(Steam\steamapps\common\Ghost Encounters Deadwood - Collector's Edition\GhostEncountersDeadwood_Data\StreamingAssets\Localization)
In my case I wanted to change from German to English. What worked was deleting the german.txt creating a second copy of the english.txt and renaming that copy to german.txt.
For some reason when I first forewent making a copy and simply renamed the original english.txt the game showed only an error message in place of the text.
Again: delete the language txt the game currently uses. Make a second copy of the language you *want* and rename that to the language you just deleted.

If you offer a game in multiple languages, please get a native speaker to at least check it instead of just using Google translate or some other random online translator.
