Based on what I saw of the decompiled code, the only condition to earn this achievement is to have a HP level of 0 at the end of the white fade out after beating the final boss. That HP level can only be increased whenever you take more than 10 hits, and is capped at 6. In other words: you have to beat the final boss without taking more than 10 hits in the entire game. Some people might have found that no matter what, they are unable to get the "Tied for First" achievement in-game. After some research on it, I found out that you can whistle through different songs (around 9 different ones) randomly.
