Sorry, if I missunderstand you. But AI vehicle try to escape from player and during of a pursuita all can happen. I hope you know what I mean.

Thank you but I this doesn't happen when I try to stop a vehicle it happens when I am in the police car and check the vehicle. But thank you anyway

Ah, I think now I understand.

there are different markers:
1) no seat belt -> you found out that the npc is not belt on (you have to do it in Germany during a drive), so you have to stop them and punish them.
2) mobile phone -> you found out that the npc is using phone (it is forbidden in Germany), so you have to stop them and punish them.
3) "!" exclamation mark -> something is there to find out
4) normal marker in red -> the ai car try to escape. (a pursuit). So you have to stop the car.
