fine and arrest?
I can't seem to do both. If I find I can arrest a driver, and do so, debriefing tells me I should have given a fine. If I fine a driver, I may be told I should have arrested him.
How am I supposed to know which?

Illegal items & alcohol use are always ARREST, the other things are considered FINE, except when the drivers tell you they have drunk earlier, but the test shows nothing (0.0% in the result), in that last case you should just use the option REPRIMEND
