Report a translation problem
The recommended OS for Cylne is Windows 7 (the minimum OS are Windows XP SP3 or Vista). It's related to the UDK engine I use (which is now UE4).
Here, the flickering shadows problem may come from Windows 8.1 (probably between W8.1 and the graphics card). A solution could be to run the game as an Administrator and maybe to enable compatibility mode for Windows 7 :
For that :
- Right click UDK.exe in
C:\Program Files (x86)\Steam\SteamApps\common\Cylne\Binaries\Win32
- Select Property
- Select the Compatibility table
- Check "Run as an administrator" (it's below)
- Maybe, check "Run this program (...)" > Select Windows 7
- Press "Apply" and "Ok"

I played it a year ago and I don't remember the game having these problems back then. Did something change in the nvidia drivers that messed up this game?
BTW, the water effect in chapter 2 is also flickering on and off. It really ruins gameplay.
What is your graphic card ? I don't have this problem with Windows 7 and a GTX 750 Ti (with driver updated : 9.18.13.4752, 02/05/2015).
Do you have this problem with other games made with UDK engine (such In Verbis Virtus, Dream, mind path to thalamus (first edition), NaissanceE...) ?

I've been palying NaissanceE smoothly.
Anyway I've found a workaround using G-Sync monitor settings:
Screenmode: windowed
Resolution: Whatever you like
G-Sync refresh rate: 60Hz*
*you have to cycle them, it means you have to change to 60 whenever you see black flickering.
It could be related to refresh rate exceeding 60.
Tested on:
Win 10
nVidia 980ti
driver v. 391.35
G-Sync monitor 144Hz
