You'll have to be more specific. There are 7 46 Clans mods. Which specific one are you having trouble with? (There's a specific numeric identifier for each one) Just give me the specific title so I can find the specific numeric identifier to include in a How-to post. If you're using more than one, tell me the specific names for each of them.

Sounds like something is in the base game directory instead of the mod directory.... if thats even how this game is set up. Anyway, the files are somewhere, and if you find them and remove them, then reinstall, it should go back to normal. Im guessing you simply installed something in the games base directory? If so, deleting the game directory and reinstalling should work.

All HOI4 Mod files by default are stored in C:/Steam/steamapps/content/394360/...

Deleting the .../394360/... folder completely will, in effect, manually unsubscribe all HOi4 Mods.

If you opted to install Steam games elsewhere, you'll have to search for .../steamapps/content/394360... wherever that user modified path may be.

Not to worry... If at some later point in time you wish to download another HOI4 Mod, this .../394360/... folder will be recreated.

@mlmcdougal, it's 46 clan mods vanilla. I found out that I'm unable to disable no realm divided mod as well.

I don't know if it's the same one, but I routinely subscribe and unsubscribe from all clans playable, I unsubscribe on the mod page by picking my subscriptions. Then when I start the game I look in the mod manager to make sure it's gone. Sometimes it's still there. I've never had any issues with it. I have used several different all clans through the years, but for the last couple it's the "46 clans" and the minor clans have traits like the Urakami with swords.

Sometimes it leaves files behind, but they are easy to find, by sorting by date modified, in the Shogun 2 folder.
