On older games, it's usually one of these problems...

1. Monitor (outdated drivers, or unsupported resolution)
2. Video cards (outdated drivers)
3. Codecs (outdated, corrupted, or missing)
4. Microsoft's Visual C++ Redistributable Packages (outdated, corrupted, or missing)
5. DirectX (outdated, corrupted, or missing)

7. Start the game in compatibility mode of an older Windows version.

i just loaded the game up after years and it seems to run fine, ran it on win 7 pro and now running it on win 11 pro.

something is wrong on your end, you also didnt list any relevant info, like pc specs, OS, ect.. (any and all possible relevant info, updates, installs, changes, hardware... basically anything that could be a factor, since the last time you played the game and it was working).

the game requires MS XNA Framework redist, im assuming you have it installed? (4.0 refresh is enough, though you could as well toss in 3.0 and 3.1).

as for anything else, the person above mentioned, majority of things...

but ill add some..

are you using onedrive? if so, uninstall it, it causes game loading, crashing and save game issues.

is your antivirus blocking the exe from running? or could it have corrupted a file in the game? you should likely, whitelist the whole steam folder and the games folders, or if wanted, the exe of each game, as antiviruses (or even microsoft defender) can block things from running, quarantine/remove/delete exes and files from games, or even corrupt them while scanning it.

you said you verified them, did it say all files were fine?

you said you uninstalled it, but did you go and remove any left over files, like user (you could assuming you have save files, copy and paste them to the desktop and replace after reinstall), configs, ect? then reinstall and for safe measure verify the game files again?

do you have .net framework 4.8.1 installed (im pretty sure the game requires this to be installed (in win 10 and 11, you can find it under "turn windows features on or off", instead of searching the internet), newer version of .net framework going under the name of "desktop runtime" and starts from 5 and up (you should likely have a few of these installed for other games)

MS visual c++ runtimes, should amount to 22 of them ranging from 2005 up to 2013 (both x86/64 versions) and the combined 2015-2022 (both x86/64 versions), of which you can get a AIO runtime installer (all in one installer for MS runtimes), run it, allowing to to remove all current, it then reinstalls all currently mentioned above, then you run windows updates to check for any updates to them.

you may have recently installed a new gpu driver, did you try rolling back to older ones to check if the game runs with those?

directx should be fine, the game supports dx10 and i think dx9.0c, so if dx10 isnt cutting it, you might try seeing if dx9.0c is installed (though i expect your directx should be fine).

compatibility mode for win 7 or win xp would be the choice, if this is needed.

im spit balling and tossing out a bit more in-depth details, to see if you went through thoroughly and did the things mentioned, as to properly confirm and remove possibilities.

I have a I9, 32gb ram and rtx 4060 on a Windows 11 and this ♥♥♥♥ does not run, I can play cs or any other game, but this ♥♥♥♥ does not start

well something is wrong on your end, not sure what to tell ya, maybe something is mess up windows update wise?

you tried every single thing mentioned between me and the other person posting troubleshooting steps?

are you running 24h2 version of win 11? last i seen they had updates that were breaking games.

i still run 23h2 (as i seen before hand said version had many issues, so im waiting on moving to that version) and have zero issues with my games and i have everything required to run my games, be it runtimes, or other software, i regularly check to make sure everything is updated and running properly.

as i stated in the last comment, i loaded up the game (after many years since i have played the game and that was with win 7 pro... i might add) and it ran perfectly on my pc with win 11 pro, same as it did when i was running win 7 pro on this same exact pc.

Just part of Steam's jankiness. For forums I'm really interested in, I manually go there and check for new replies and new threads if Steam hasn't notified me of anything in several days.

ya, notifications have been a mess for awhile, not to include the notifications that send you back in time, maybe a month or so
