What are the missing AI features?
On the store page it says;

generative AI features are only available through Adobe and are not included in the Steam version.

What features is this referring to in regards to painter and designer?

There are currently no generative AI features in either but could be added in a future update.

just to clarify, added, to the subscription-only version, or to the the steam version too.

Yes, there is a severe lack of AI generation in complex patterns; adding an AI node would significantly speed up the workflow.
