You have to install it. The latest version.
2nd: UNinstall Steam and then install it inside a different folder such as: "C:\Games\...". And before doing the uninstall simply copy all of its content into this folder and then after reinstalling inside this folder location, simply move it back inside;
3rd: Follow the same steps as above, then reinstall Ubi Con[ubisoftconnect.com] inside that very same location and then move all your previous Ubi$oft Connect installation inside the new place as well.
This should solve all your predicaments with the usual Windows OS' "written protected" folders crap and allow the games to self-update when you're playing and saving and also regarding any game's updates.
Amazingly, the problem this entire time was my Fanatec Wheel Base. Turning it off, the games launched instantly.
