Trade and Victory Conditions

How do you trade with a foreign country? Do you need a minimum political value to do so?

What are the victory conditions? Do you need a certain score or do you need to conquer every area on the map?

i dont think there is trade, and you cant get things worth more points than you took.
for example lets say you got a 70% win score you cant take anything after the stuff you already took add up to 70
