Here's how to disable the timer.

To remove the time limit in the game, edit the options.txt file in the Assets folder. Search for the string USE_TIMER, and change the value from 1 to 0.

Funny, opened it for the first time and the string value for USE_TIMER was already at 0 in my .txt, yet in the game, the timer is always active. Changed it to 1 anyway

Same here, it looks like it does not work

Works only Free driving mod, not missions.

To disable the timer during campaign events lower the console with tilde key and type:

hereComesTrouble to enable cheats

addPowerUpTimer frozen! to disable the timer

It Does Work, but sometimes crash my game in some spots of the campaign.... but idk, maybe it's my pc!

You can disable the timer in free driving anyways, it's an option. Also it's really unnecessary, 4 mins is more than enough time and it's really not a problem.

I just like to drive around and explore, so a lot of times 4 minutes is way too short.

I can't use the cheat!
Why?
Typing as instructed, but then appears "Unknown command".
Tried different versions - still nothing.
This game is almost unplayable without frozen timer because it's so unfair to player...

This is no command you enter in the game it has to be chnge in the mentioned TXT-file !
