You can access various options like the in-game auto completion bot (see the robot complete the level), no-clip, fast run (turbo), God mode (no need for it though) and various other things.

You just gotta open the console in-game by pressing the ~ key on your keyboard. It's located right about TAB and right next to the 1 (or exclamation mark) key.

Oh, and you access them by pressing F3 in the menu for the game. Or you can just click the box that says "CHEATS" on the bottom once you've entered the code.

I love the console for Serious Engine 3.5, I wish Valve would add tab completion and all the other great features Croteam added

can you spawn enemies and weapons?

I believe so but you'd need to know the actual codes for that, so... good luck. Basically, in other words; no.
