I have a two parents that have medium sparks and turf sparks. I think I'm going to keep running Special Week with these parents until I get a special week with pace chaser sparks.
I'm going to keep mixing parents with medium sparks, pace chaser sparks, and turf sparks until I get a veteran with multiple S rankings.
From what I've read, having duplicate grandparents is okay. The same grandparent on your "mother" and "fathers" side doesn't cause any penalty? They still contribute affinity level and inspiration events still roll on their sparks.

Apparently it's called the "Futurama Penalty" and if you are your own grandparent it significantly decreases any chances of inheriting a spark from that side of your family.
In short:
inbreeding is okay
temporal paradoxes are not okay
If we're going by JP history, the minimum stats you'll probably need are 800+ speed, 700+ stamina (less with skills) and 600+ power to compete against all three racers. Obviously you can't skimp on Guts and Wisdom either so you can get by with around 400 for each. If you're building racers for Champions Meeting that already have these stats, you'll probably be okay for these Legend Races.
Best possible conditions (ice cream for great mood, firm condition, late surger) it's 765 stamina with maestro
Maestro is highly consistent, but you should also be able to use consistent golds like Gourmand, Race Planner, and the gold after-school stroll (goldship's potential 4). Any of these would lower the stamina requirements by about 200
^Just going to point out this is why people did looping early on.
Edit: to explain looping in a nutshell although you should probably read it on gametora, you take 4 umas and then:
1 & 2 raise 3, then 2 & 3 raise 4, then 3 & 4 raise 1, then 4 & 1 raise 2. And you repeat this, replacing them as you get better and better versions.
