1. Consistency yes, strategy no. These are obstacles to strategize around. If strategy meant "execute formula, win", then Hearts of Iron would be no fun.
2. If you don't get attached to your trainees and their efforts, sure. I can see where you're coming from here, not everyone is the attached type.
3. I can't speak for high-level PvP, but URA wins are very achievable without perfect runs. I had a Daiwa Scarlet run where she couldn't reach the top five in her first six races due to stumbles and such, and she wound up winning it all.
4. Can't deny that. But 3% is a low rate. There are popular games out there with a 1% SSR rate. Granted, these games tend to have a progressive pity mechanic, and here the pity mechanic is just, "Alright, you couldn't get it in 200 pulls, please just TAKE the thing you're after."
5. I don't know of anything that's unskippable. And there's a fast forward for things that don't have a skip button. Training cutscenes fly by in less than one full second with that on.
6. Only if your plan is too rigid. Adaptability is key. We're training racers, not doing algebra.
7. Meta domination is present in every competitive game. The strategy is in your skill choice, running style selection, and training distribution. You execute the strategy before the race begins.
8. There's not all that many, really... But I guess everyone's different. And what the tutorial doesn't cover, the help section and glossary do.
9. Well, that's fair enough I suppose.
10. Also fair, there's a matter of taste involved in everything, especially games this niche.

In the gacha space this game is actually innovative and very well made.
The gameplay is the management. That's the game. By this logic, again, Hearts of Iron has no gameplay. You just build the units, determine the strategy, and then it's all up to the AI. No, it's not action-based gameplay like you'd have in a jockey game or something. But it never said it was, either.
The whole 4X community would crucify you lol.
Also big part of this game is the visual novel expect, probably more than the actual gameplay. So if you're someone who skips everything, then it's not the games fault that you think it's lacking. And this game has millions of player, so it doesn't really matter what others think. Like i'm sure we find people who don't like the universe for every single game.
As for the pay to win mechanics, who are you even competing against? Most of the time you're sitting in singleplayer modes anyway.
