RoG content is not part of the current DST build, but I'm sure much of that content will be planned to be included in DST in the future. I believe the estimated time frame for completion is in a few months in the Summer of 2015.
There are several already "unlocked". There's nothing unlockable (that I'm aware of) currently in the game. More characters are planned, I'm pretty certain.

DST will be it's own game with it's own design ideas condusive to a mulitplayer experience.
"Rip-off" would constitute some sort of fraud or theft, and everything with Don't Starve Together is exactly as advertised.
Also, the 2-for-1 special they're offering for the Mega/Frontier Pack is also not very greedy, considering you can get 2 copies for under $20 (less if you already had Don't Starve). Doesn't reek of greed to me.
When you actually get to brass tacks and think about it, Don't Starve Together has to be it's own game, with it's own set of data and values so that each experience (singleplayer and multiplayer) can be tuned individually to give the best results for the game of choice. Hence the ultimate decision to make it a standalone game.
If you already had Don't Starve, you're going to get Don't Starve Together for free, or you can shell out $5 for TWO copies of Don't Starve Together. If you don't have Don't Starve already, you can get Don't Starve, the Reign of Giants DLC, and TWO copies of Don't Starve Together for ~$20 (or less).
They've rewarded their initial supporters of Don't Starve with a free copy, they're giving out bonus gift copies with current purchases, and on top of that, you get the original Don't Starve + RoG DLC to play.
I'm not really sure at what point the "rip off" comes in unless you have a very skewed perspective on what getting the short-end of the stick is actually like. My first guess is you're calling it a rip off because you own Don't Starve, and have to wait for your copy or pay $5 now (which still gets you a gift copy). Otherwise, I'm not sure why you'd be upset with this.
Typically, when a company is trying to go for a "cash grab" - that is to say getting something for nothing - they don't offer free copies to people with the original game, give out extra gift copies with purchases, or even offer some sort of pack to buy with a gift copy.
If you consider that Don't Starve sold over a million copies in just the year 2013, and everyone who has Don't Starve already gets Don't Starve Together, they've given away literally millions of free copies (Edit: If each copy is ~$10 right now, that's over $10 million in revenue they opted to give out for free). Please explain where the "rip off for more money" comes in.
I wonder if Klei had just said originally that DST would be $15 regardless if you owned Don't Starve or not how few people would complain about the price. Yet give someone something for free and they complain all the more.
