60hz is mentioned in additional notes.
Do you have some sort of problem with the resolution? The game is developed using that resolution. It should work with higher resolution too though when using native screen setting.

In windowed mode picture out of window, in full screen game swich monitor in 1280x720/60Hz, but my supporting only 1280x720/85Hz.

I gotta admit I'm not very familiar with CRT monitors. It's a while I last used them. It should work 1280x720/85hz though then vsync does not match the framerate so it can feel a bit laggy.
It's probably 16:9 neither? It can look a bit funny with... is it 4:3 monitor?
Not sure what GPU you have, but maybe you can create a virtual resolution or try forcing vsync off.
Though hats off here still using CRT! :D

Nvidia users resolution stop normal working after 2009-2010, now more easy use RefreshLock (old program by Gregory Maynard-Hoare).
Some games in full screen like on Ubiart engine have lock 60fps/60Hz; others (last of them MGR) have lock 60fps/free Hz; thirds lock 60fps/60fps, but with users res/RefreshLock/or other programs possible to unblock (Tiny and Big one of this games). And all of them have 60 or free fps/free Hz in windowed mode.

in screen_mode=1 (fullscreen) lock on 1280x720/60Hz/60fps
in screen_mode=0 lock on 60fps/free Hz and... and look like normal res (for me 1024x768/85), but with cut sides (i see only last letters menu).
Well, tell me "thank you" for free donate 0,8€ (or how much you reciving from copy) , because for me this game unplayable. In next time you should write about this minimal 1280x720 in both modes.
