I think the idea is that the storm is made by changing the past so if she saved her again the storm would be back. There is however a flaw to this idea which is that the present would still be different from how it would have been originally just by Max being a different person thus making lots of different choices in her life afterwards. Because of this, Max gaining time powers feels like a higher power is giving her life lessons. Or very small changes doesn't create anomalies.

Hm. She've returned before her first revise of the time, that's how to prevent town from tornado, because tornado's reason is revising (that's what she told to Chloe). So if she comes before her first "cheating with time" and never ever revises time - there wouldn't be any tornado. That's how i believed, and it seems like i understood it correctly...

I just realised something. How come she isn't returned to the present in a similar way as the other times she time travels through pictures?

this was exactly my question , it is not about making changes in past is the cause of the Tornado. because then reporting Jefferson to Police would also again cause the Tornado .
Max could save Chloe by pressing the Alarm button , and reporting Nathan to Principle and reporting Jefferson to police and keep the Chloe alive .
i think this game needed a sad End and Losing Chloe was this End .

the real question is the tornado is caused by max powers are you cereal?
or the presccot family cause the tornado because the ambient contamination vortex club?
