What exactly does Chaotic Blast do?

I noticed when there are more than two towns - like normal which has 4, large 6, huge 9 and enormous 20 - everyone hates the same town - the last one in the help list. The last town hates the second-to-last. Is that by design or should that be considered a bug? Or a feature?...
