Put your title line in the "Search this topic" box and click the magnifying glass, this question has already been asked and answered several times. Both the user and Steam.exe must be running as administrator during the install and FSX.exe needs to run as administrator all the time.

Hi if steam wont start try uninstalling and reinstall it you will need your user name and password to log back into steam.
