You must be new to Flight Simulation. :)

Go to www.avsim.com . Sign up for free, and get access to a load of freeware anything. It has been around since... Flight Simulator '95? And currently hosts freeware addons for FSX, P3D, XP11 etc.

Unfortunately, all the DLCs here (more commonly known as "payware" in the Flight Sim community) require you to buy it. There's no such thing as free payware / free DLC here...

There are no free DLCs for FSX on Steam. These are elsewhere - Google is flight simmer's best friend.

I ‘m not new, Mr. DrooBloo, I am a MS Flight Simulator pilot since 1995 when they came out on floppy drives, and I know about free add-ons everywhere else on the internet. I inquired on this forum because I ‘m also an (steam) Aero fly Simulator Pilot and they do have free DLC's....
I am ignoring your first comment.

I added Aguadilla airport DLC a few years ago, i recently had to format my HD and reinstall FSX on my pc... I noticed that the Aguadilla airport did not reinstall, it is not on the list of installed DLCs nor the FSX Store page anymore... what to do??
There is literally tons of payware gone freeware

I know Knee jerk responses from some users can get annoying. I too have been playing since about then. At 73 I am now starting to forget things easily so need to post questions more often. I also play Aerofly FS4 and I have read on their discussions and their forum that the Aerofly DLC is no longer required as the global scenery gives exactly the same images. With FSX, I found that the more you load on to it the slower it gets and sometimes you can get conflicts between one file and another. For example, at the moment I have got photo real scenery loaded and Orbx offloaded as they do not play well together.

There are no free Steam DLC's for FSX, they are all payware. All freeware scenery and other freeware is found elsewhere on the internet.
