I bought the music, downloaded it, but...
it got lost in space. It doesn't exist in the library. All I can do is start the game. Handleing the dlc opens the shop page.I can not buy it because I allready have, I can't download it, most likely I already have. But where is it?

Have you tried contacting the Steam support? They should handle this.
Edit: Try looking at your Steam folder. Mine is at Local disk - Program Files (x86) - Steam - steamapps - common - TheSolusProject - TheSolusProjectOST
