Joke aside, I believe it's a reason why they put the peace server inside galleon DLC so new player would have to buy it to get peace server access. Otherwise, they could have done what you suggested by now.
Maybe have it where if you are flagged for PVP you gain significant gains in experience and drops while still being able to progress in the PVE
Kinda like how gta has it right ? Except you have to sail to port to turn it on and off. Yeah I like that, I would like to play pvp but without a clan to help, it’s toxic so I stick to pve, this way of switching it in one server would combined the players and markets
At least the galleon still comes useful as the largest shallow port cargo ship. Some will still buy it
Back when this game was in early access you had to buy the game. This included the peace server. So the peace server is a cost. The purchase of the galleon equals the cost many have shelled out to be in the peace server. It is only reasonable to have to buy something to have access to a server where everyone on it had to pay for access. This has been a fair exchange since NA went free on the internet to play like War Thunder because you have 100's of individuals who had paid for this game to play makes having to "buy something" to have access to the PvE makes perfect sense.
