Well, yeah, it's crazy.

May I recommend a similar game that already playable? It's less simulating/realistic than Naval Action, but at the very least, it's playable and way way more forgiving.

Ammo is dirt cheap as well as getting guns to boot (even making guns are pretty basic until you hit 2nd rate and wanted to make heavy guns)

Steam release is upcoming, but the game is in playable beta with its own launcher, albeit there's no wipes, it's unclear if you can carry the save if eu server is released in the future.
