You can... The description shows when you hover your mouse over it, it doesn't 'pick' that one until you click AND hold for several seconds.
Some of them are linked though (as in you'd need to unlock the first one in line before the next one; such as the running speed ones), but it will show a prompt explaining this if you try to unlock one that cannot be unlocked yet.
