How to get the Elitist achievement?

I have launched the game at 13:37 (my lcoal PC time) and nothing happened. Is it some other timezone time?

It's connected to your PC's clock. I changed mine to 13.35 and booted the game. A few minutes later - when my clock reached 13:38 - the achievement popped.

Well, i will try again. I have launched the game after the clock turned 13:37. Should have launched earlier.

Didn't work for me.

I was in the game, changed the time 3 times in manual mode, and it didn't work even once, then I closed the game in Steam, set the clock again to 13:36, opened the game, and as soon as the clock showed 13:37 the trophy dropped. A very strange and very glitchy trophy, and frankly, I don't understand at all why make such trophies with a strict time reference!? Embittered!
