Can I manipulate which license plate is the code to the upper tower code?
I want the license plate clue to be Arizona, my home state. But so far, I've had no luck. I know it's randomly generated, but is there any way to manipulate it so that it shows up as Arizona on the compass in the mayor's office? I don't want to have to keep restarting a new game just to see if I get Arizona.

The license plate clue is random, it isn't manipulatable.

Okay, I thought there may have been a way to change the game's code or something, but I guess I'll have to keep trying.
