I think the 99,999,940 is a way of saying that the game is infinite, meaning you can play forever and there will always be a new puzzle you've never solved before.

To be a bit more exact: infinite mode is based on an 8-digit seed, which means there are 100.000.000 different puzzles - so not quite infinite :) If you want to complete the WHOLE game (which is of course not needed for the achievement), then having solved 60, there's "only" 99.999.940 left. Going at the rate of 10 puzzles / day, it would take something like 27.000 years :D
