People never made them due to being in-game already.
Try to unlock it. It can be very satisfying if you have earned something because you have improved your skills and learned something about a game.
But if you want to go wild with shotgun or magnum etc. this might be your thing:

awesome, ill look into that! Never messed with mods before so i hope i don't break my game or pc trying to install that haha.
I mean i've gotten it before, RE1 is my favorite game since i was a kid. I just want to run around casually for the nostalgia. I don't really play games much anymore so i don't feel like playing for hours to beat the game. I just wanted to quickly unlock inifinite ammo and run around for fun. I'll probably beat it for real in a few months leading up to the RE2 remake.
it took me a lot of time to find a working one for the steam version and even that one crashes it sometimes.. at least it had option to unlcok all doors too
I found the REHDUltimateTrainer relatively fast. You can set EVERYTHING in it.

Working with current version on Steam.
Not even a single crash under 15 hours or so, sometimes I only use it for door skip, but I tried other things also. Doing Real Survivor atm and I think ink ribbons are quite low in the game and since I don't want to lose 40 minutes of progress, I set infinite save sometimes, etc...I know it makes the game easier, but not funny when you lose such progress. The game itself is pretty good, but played through 4 times without cheating so I guess it's not a big deal. :-)
