Do you have any other input devices connected to the computer, like multiple controllers?
Usually in the past we've identified this issue as being related to other input devices interfering with the game. However the situation was solved when the user disconnected that device or reconnected their keyboard / gamepad.
Sadly I don't have any other leads to help you with this.
Since the game does not work as expected, you can ask for a refund from Steam.
My apologies for not being able to help you more on this issue.
I reset the settings of controller in the steam big picture mode, and the problem has stopped. I didn't touch those settings so I wonder why did this happened...
