I thought it was funny to be honest with you. I was laughing when this song came on in an intense action sequence. It's total lack of consistency with the style and tone of the game and that scene was hilarious.
Kind of like when Girls Just Wanna Have Fun came on in Bioshock Infinite.

The song is Rose's mobile phone ringtone. You are playing as Grace who is experiencing Robert's memories of experiencing Black's memories. When Grace, via Robert, was experiencing Black's memory of the cemetery shootout Rose's mobile phone, in the present, rang. So Grace could hear Rose's phone going off as she - in Black's memories - experienced the cemetery shootout.
Presumably Grace knows the song very well so the ringtone triggered the full blown song in her head, and the Pandora device fed it back to her as real audio.

You kinda missed the point of the entire game then, it's intentionally in their due to it's juxtaposition in nature and also very important in terms for the story which I don't want to spoil for others here but if you know you know.
By the way it was made by the same people who did the rest of the music and soundtrack of the game, they actually came up with a fake band name and song that even tricked a few people into thinking it was a real song from the 2000's.
