Report a translation problem
Go to game directory, subfolder "Only If_Data", there should be output_log.txt. Maybe it has some useful information to what's happening. Also check game files, that sometimes helps.
Third-party utilities like procmon or process hacker can show more processes than standard taskmanager.

Anyway, I checked the output_log.txt file, but I couldn't find anything wrong.
Steam shows "Only If -Running" in the Library, therefore I cannot play it or even uninstall it. No processes called "Only If.exe" in the background.

Looks like your game can't unload some resources for some reason. Dunno what to do with that.
Do you have some utilities that load into 3d applications to monitor GPU temperature, show something on screen etc? Like MSI Afterburner. If yes switch them off, that sometimes helps.
even worse: I can't do anything in the menu.
When I start the game there's a gamemenu with the options:
space to continue, click to start and esc to exit
and none of the three work. if i open the steam overlay I can't close it anymore
Use a Task Manager to find the processes program source, then "end Task". This should help, it'll take a few seconds to a minute to close, but it'll still close.
Did you try to Uninstall, then reinstall Storage Drive instead of OS drive?
Other than Linux(im assuming via virtual machine???) is there any other OS that you use?
BTw, im not IT, just someone thats ever so slightly overly familiar with the WIn. OS platform. ;)

Oh nice, i'd like to get into a VM soon, but keep my Win at hand just incase. I see your point, i feel the same way with Intel and their damned (SHADOW CORE) power draw.. :'(
