You will probably be held back by the CPU, especially in city areas where, by itself, the game tends to have bottlenecks

Exactly...

Game crashes relatively often! I have 89-120 fps on DX12 on high+ on RTX 3070. Even on DX11 game is choppy and freezes for fraction of second often...

Any idea how to fix this?

turn off hairworks
Cap FPS at 60, hairworks off, DLSS on balanced/performance with sharpening set to the max, and then you can experiment with RT, although IMO it's not worth the effort.

Turn background characters down to Medium or even Low if you're getting notably worse performance in cities. It's the most CPU-intensive option.

I've got a 4070 Super like you, DX12 works the card hard. Even with a 14700k, 32 GB RAM, High settings push the card as hot as Cyberpunk.

If you keep Ray Tracing on, there are three sub-options for Ray Tracing underneath. The biggest place to get frames back is by turning off Ray Traced Reflections. That'll kick in SSR, which is a separate option. Make sure SSR is set to Low. The High SSR setting is ridiculously resource-hungry.

Also set Grass Density to Medium. That and Foliage Visibility are pretty demanding, but I can't bring myself to turn that below High.

NVIDIA Hair should be set to Geralt Only and Low.

And make sure you're not trying to play in 4K. Play in 1080 or 1440. Not ideal, but the stutter is too much in 4K.
